This bill makes major changes to Indiana education law that parents, educators, and community members should be aware of.

What SB 88 does ⬇️

1️⃣ Expands use of the Classic Learning Test (CLT)

SB 88 attempts to equate the Classic Learning Test (CLT) with the ACT and SAT, forcing schools to:

• Prepare students for another standardized test

• Administer an additional exam

• Do so without any additional funding

The bill also requires state colleges to accept CLT scores for admissions.

➡️ For context: ACT/SAT are accepted by 3,000+ colleges, while CLT is recognized by roughly 300.

This adds unnecessary workload for already overburdened teachers and schools.

2️⃣ Weakens teacher preparation standards

The bill removes a provision that grants initial teaching licenses to candidates whose certification programs include evidence-based, trauma-informed classroom instruction.

3️⃣ Mandates the “Success Sequence” in citizenship instruction

SB 88 requires schools to teach the Success Sequence, a theory that claims the only path out of poverty is:

• graduating high school

• obtaining full-time employment

• getting married before having children

This framework ignores systemic barriers and lived realities.

4️⃣ Requires Ten Commandments instruction in middle school civics

The bill mandates a semester-long civics course (grades 6–8) that must include:

• Instruction on the meaning and significance of the Ten Commandments

• A “comparative discussion” of political ideologies such as communism and totalitarianism

At the same time, the bill explicitly forbids instruction that could be interpreted as fostering national identity or culture based on:

• racial identity or discrimination

• gender identity or discrimination

• victimization

• class struggle

• hierarchy of privilege

• systemic exclusion
